servers: Add support for deprecated/legacy SetReplicaUpdatePolicy operations.

This will allow to set the ReplicaUpdatePolicy with xtfsutils build with for
an older xtreemfs version.
But note that older versions of OSDDrain/xtfs_remove_osd won't work with
updated servers.
