client: Minor fixes to RPC client.

- The new HandleTimeout() (added in revision 3032) broke the exponential connect timeout feature. Fixed in this commit.
- Incorporated comments of revision 3074.
- Improved logging: stated that the reconnect is blocked locally to avoid flooding.
