BabuDB: updated to version 0.2.3

Configuration: added independent config-file for the DIR-BabuDB --> added replication as hidden feature
FilterOSDPolicy: bug with the hasTimedOut() fixed
MRCTest: bugs depending on the aged create - operation of the MRCClient were fixed
DIR-replication: added an utility for manually switching an DIR-replication participant into master-mode
Test: added a long-run test; updated the old tests depending on the changes
