servers: Add static cellToFileId and fileToCellId to ReplicaUpdatePolicy 

This commit moves the definition of file to cell id conversion
(particularly the FILE_CELLID_PREFIX constant) from
CoordinatedReplicaUpdatePolicy to ReplicaUpdatePolicy.
