MRC\quota: (mixed changes listed)

- Bugfix: update replica count on the file voucher info and use this value all over due to perhaps outdated quota file informations.
- Switched all methods to synchronized due to different threads (request stage vs. e.g. XlocCoordinator).
- Reformat many code parts due to new indenting.
- Added comments to several methods.
