packaging: fixed issue #177

-> made init scripts lsb-compliant by adding force-reload and signalling that reload is not supported
-> also mark init scripts as config (required by debian; openSUSE guidelines state that this should normally not be done, only for old scripts with config inside (some paths are set there) -> use %config but do not use no-replace with RPMs)
