Remove manual dependency submission

This action fails builds in PRs and on main infrequently with 403s.

Not sure where I got this from - the maintainer of the
"maven-dependency-submission-action" recommends in their issues to use
the automatic dependency submission through Github if possible. This is
enabled anyway.
