LegalHold is allowed only on buckets that have ObjectLock enabled.

It is not allowed to GET or PUT a LegalHold if the Bucket is not created
with support for ObjectLock.
Actually, ObjectLock requires versioning as well, but S3Mock currently
does not support versioned objects.
