The purpose of the world border is to contain growth so that later minecraft upgrades (which may introduce new blocks or terrain generation) can be orderly. As we saw with the 1.16/1.17 migration, when some of the chunks are one version and others are another, one of the first questions people have is "where can I go for the new blocks". By expanding the world predictably the player can be presented with a confident answer.

Also the world sort of becomes like rings of a tree, in keeping with its archival nature, so later a player can go "back in time" and see how the game looked at mostly worked in prior versions.

The initial word region is through 29km (a blend of 1.15 through 1.17) and 20-25km (1.18).
